Who runs your program
Your annual notice comes from the water supplier on your bill. Each one runs its own program, so here is how it works with yours.
The City lists four water providers in Thousand Oaks. For City water customers, the City fee schedule shows no charge when the annual backflow report is filed on time, and a $360 charge when it is delinquent. Backflow questions go to backflow@toaks.gov.
Cal Am requires backflow assemblies to be tested every year, whether or not the property is occupied, and service can be disconnected after repeated requests go unanswered.

Cal Water requires an annual test by a certified tester and an annual inspection of air gaps. Testers on its resource list attend an annual Cal Water tester meeting, sign a tester agreement and submit results through Cal Water’s mobile app.
Camrosa serves part of Thousand Oaks. It mails annual reminder notices, requires an approved certified tester, and testers submit results through its online cross-connection portal.

We file the report the way your supplier requires, send you a copy, and when an assembly fails we coordinate the repair and retest it. In programs run on Exodus Water Compliance, reports are filed by scanning the QR code on the notice.

Your water supplier. Four providers serve Thousand Oaks: the City of Thousand Oaks, California American Water, California Water Service and Camrosa Water District. The one on your water bill sends the annual notice and sets how the test report is filed.
At least once a year, and again after installation or repair, by a certified Backflow Prevention Assembly Tester, under the State Water Board Cross-Connection Control Policy Handbook (section 3.3.3). Your water supplier mails the notice with the due date.
A failed assembly must be repaired or replaced and retested, generally within 30 days of the failure under the handbook (section 3.3.3), unless your supplier allows more time. We report the failure, coordinate the repair with a licensed contractor and retest the assembly.
It depends on the type and size of each assembly, how many you have, access, and any filing fee your supplier charges. Send us your notice and we will quote before scheduling.
