The audit

What a water loss audit is

A water loss audit is a data-driven assessment of your water balance. It quantifies all water entering your distribution system, accounts for every authorized use, and identifies the volume lost to leaks, metering errors, unauthorized use, and other factors. The AWWA M36 manual, Water Audits and Loss Control Programs, is the industry-standard method, and the one California's SB 555 framework is built on.

The result is more than a compliance filing. It is performance data on real vs. apparent losses, infrastructure leakage, and the revenue your system is leaving uncollected.

The method

How we deliver your audit

1. Data collection and water balance

We assemble your supply, production, billing, and authorized-consumption data and build the system water balance, the foundation of every AWWA M36 audit.

2. Real vs. apparent loss analysis

Losses are separated into real losses (leaks, breaks, overflows) and apparent losses (meter inaccuracy, unauthorized use, billing and data errors), so each problem gets the right fix.

3. Data validity grading

Each input is graded for reliability. The data validity score shows regulators and your board how much confidence the numbers deserve, and where to improve them.

4. Validation and DWR submittal support

Completed audits are prepared for validation and submittal to the Department of Water Resources, meeting the annual SB 555 reporting requirement for urban water suppliers.

5. Loss-control recommendations

You receive a prioritized corrective-action roadmap: metering improvements, leak detection priorities, and pressure or data practices that reduce non-revenue water year over year.

FAQ

Questions about water loss audits

Who has to file a water loss audit in California?

Under SB 555, urban water suppliers must conduct a validated water loss audit using AWWA M36 methodology and submit it to the Department of Water Resources each year. The audit also feeds the water loss standard in your Urban Water Management Plan.

What is the difference between real and apparent losses?

Real losses are physical water lost through leaks, breaks, and overflows. Apparent losses are water that is consumed but not correctly measured or billed: meter inaccuracies, unauthorized consumption, and data handling errors. Together they make up non-revenue water.

Can Exodus support smaller systems too?

Yes. Even where a validated audit is not yet mandated, the same M36 water-balance method helps small systems find revenue losses and prioritize leak repair, and prepares you for tightening requirements.
