For system owners

Thinking about the next chapter for your water system?

Exodus is interested in acquiring small California water systems. Every conversation is confidential, with no obligation.

Send a confidential note

A person reads every note and replies personally.

Why owners reach out

  • Retirement, after years or decades of carrying the system personally.
  • No successor in place, in the family or on staff.
  • A compliance and reporting burden that grows every cycle.
  • Certified operator shortages that make staffing harder each year.
  • Capital needs ahead: wells, treatment, storage, and distribution work.

Who fits

Small California water systems that are owner-operated and looking for continuity: community water systems, mutual water companies, small investor-owned utilities, and systems serving mobile home parks and HOA communities. Size is less important than fit.

How it starts

What a conversation looks like

  1. An introductory call

A short call to hear where things stand and what you are hoping for, with no obligation on either side.

  2. A review of the basics

Service connections, water sources, facilities, and compliance standing, shared at your pace.

  3. A fair offer, or an honest no

If the fit is right, we make a fair, straightforward offer. If it is not, we tell you plainly.

What we care about

  • Continuity for your customers. The water keeps running and service continues without disruption.
  • Care for your people. Where members of your team want to stay, we want them to stay, and we talk about that early.
  • Your system’s identity. Keeping the local name and presence your community knows, where that matters.
  • Full compliance. The system is run to its permits and to Title 22 from the first day, with reporting done on time.

Questions owners ask

Is this conversation confidential?

Yes, from the first call. Nothing you share is passed outside the conversation. There is no announcement and no listing, and your customers and staff hear nothing from us.

What information do you need to start?

Very little: your system’s name, roughly how many service connections it has, and the county it serves. Everything else can come later, at your pace.

How long does a sale take?

We do not promise dates. Every system transfer has its own steps and approvals, and timelines vary. What we can promise is straight answers about where things stand as the conversation moves.

Can I stay involved during a transition?

Often, yes. Owners who want to stay involved through a transition are common, and what that looks like is worked out as part of the conversation, not decided in advance.

Our system has compliance issues. Can we still talk?

Yes. That is often the reason owners reach out. A system’s compliance standing is part of the review, not a barrier to starting the conversation.
