The State Water Resources Control Board’s Division of Drinking Water (DDW) regulates California public water systems through its district offices.
In counties that have elected a Local Primacy Agency (LPA) program, the county environmental health agency oversees small community water systems with fewer than 200 service connections and noncommunity water systems, under a delegation agreement with the State Water Board. Cross-Connection Control Plans go to whichever of the two oversees your system.
According to the State Water Board’s district office map, two DDW districts are based at the Division’s office at 464 West 4th Street in San Bernardino: San Bernardino (District 13) and Mojave (District 27). Which office reviews your system depends on the system; we confirm it before a plan is submitted.
