Cross-Connection Control and Water System Compliance in Los Angeles County

Exodus runs the City of Norwalk’s cross-connection control program and completed a hazard assessment program for the City of El Segundo.

Completed in Los Angeles County

Hazard assessments, inside a program or on their own

Our Los Angeles County work centers on hazard assessments: reviewing service connections for cross-connection hazards and the backflow protection each one requires.

For Norwalk, hazard assessments sit inside a full program. Exodus also coordinates backflow testing and handles ongoing program administration built to the state policy handbook.

For El Segundo, the engagement was a limited-scope hazard assessment program, completed with the hazard assessment report delivered to the City.

Hazard assessments can be done in person or by approved alternative methods, and they connect to the rest of a cross-connection control program.

Who oversees water systems in Los Angeles County

The State Water Resources Control Board’s Division of Drinking Water (DDW) regulates California public water systems through its district offices.

In counties that have elected a Local Primacy Agency (LPA) program, the county environmental health agency oversees small community water systems with fewer than 200 service connections and noncommunity water systems, under a delegation agreement with the State Water Board. Cross-Connection Control Plans go to whichever of the two oversees your system.

According to the State Water Board’s district office map, four DDW districts share the Division’s office at 500 North Central Avenue in Glendale: Hollywood (District 07), Metropolitan (District 15), Central (District 16), and Angeles (District 22). Which one reviews your system depends on the system; we confirm it before a plan is submitted.
