What we do

## Stormwater compliance, start to finish

From the SWPPP to the annual report, we keep the documentation, inspections, and filings your permit requires.

- ### SWPPP development and updates
Stormwater Pollution Prevention Plans prepared by our certified stormwater staff for construction sites under the Construction General Permit and for facilities under the Industrial General Permit, updated when site conditions or the permit change.
- ### Inspections and monitoring
Scheduled site inspections, visual observations, and sampling coordination, with every check documented and kept on record.
- ### SMARTS reporting
Notices of Intent, annual reports, and monitoring data filed in SMARTS, the State Water Board reporting system, on time.
- ### MS4 program support
Annual reports, outfall mapping, standard operating procedures, and program documentation for cities and districts under municipal stormwater permits.
- ### Agency coordination
Responses to State Water Board and Regional Board requests, notices, and inspections, with the documentation to back them up.
- ### Compliance calendar
One calendar for inspections, sampling, training, and filing deadlines, so nothing in the permit is missed.

### What does stormwater compliance require in California?

Most industrial facilities and construction sites that disturb one acre or more need coverage under a statewide general permit: the Industrial General Permit or the Construction General Permit. Coverage means a current SWPPP, the inspections and monitoring the permit requires, and reports filed in SMARTS. Cities and districts operate under municipal (MS4) permits with their own program and reporting requirements.

### Who needs a SWPPP?

Every site covered by the Construction General Permit or the Industrial General Permit needs a Stormwater Pollution Prevention Plan. Under the Construction General Permit, the SWPPP is prepared by a Qualified SWPPP Developer (QSD) and carried out in the field by a Qualified SWPPP Practitioner (QSP). Exodus has certified stormwater staff who prepare SWPPPs and carry out the inspections and monitoring they require.

### When is the Industrial General Permit annual report due?

The annual report for each reporting year is due in SMARTS by July 15\. Late or missing reports can lead to a notice of noncompliance, penalties, and staff costs from the Regional Board.

### What changed with the 2022 Construction General Permit?

Order 2022-0057-DWQ took effect on September 1, 2023, and the 2009 permit was terminated on August 31, 2025\. Projects that started under the 2009 permit had to transition to the 2022 requirements, including an updated SWPPP.

### Do you inspect commercial and industrial sites?

Yes. We schedule and document the inspections and observations your permit requires, coordinate sampling, and keep the records ready for a Regional Board inspection.

## Bring your stormwater program current

Tell us which permit you operate under and send your current SWPPP. We will map the gaps, the deadlines, and what it takes to close them.
