## Title 22 Compliance Services for California Water Systems

Title 22 of the California Code of Regulations holds most of the state's drinking water regulations, including the water quality standards, monitoring, reporting, and public notification rules a public water system works under. The State Water Board's Division of Drinking Water (DDW) regulates public water systems, and in some counties a Local Primacy Agency regulates small water systems instead.

The duties apply whether the system is a city utility, a special district, a mutual water company, or a private system. What changes with system type and size is which monitoring schedules and reports apply, and that is the first thing Exodus maps for a new client.

From there, Exodus takes on the recurring workload: permitting support, the annual reports, sampling plans, public notifications, and a tracked calendar of every monitoring, reporting, and corrective-action deadline. With your authorization, we handle the correspondence with DDW or your Local Primacy Agency.

## eAR Help: Electronic Annual Report Preparation

The Electronic Annual Report is the State Water Board's annual survey of public water systems, administered by DDW and submitted through the eAR portal. It collects the information the state uses to assess compliance status: population and service connections, sources, water quality, treatment, distribution, emergency preparedness, finances, and more.

For a small system, the eAR is a long form completed once a year, often from records held by several different people. Exodus gathers the figures from your records, prepares the report, checks it for consistency with your monitoring data and your CCR, and submits it to DDW.

## Consumer Confidence Report (CCR) Preparation Services

Federal rules require community water systems to deliver an annual Consumer Confidence Report to their customers, describing the quality of the water delivered and the risks, if any, from contaminants detected. In California the CCR covers the previous calendar year's water quality data, and the system certifies to its DDW District Office or Local Primacy Agency that the report was completed and delivered.

Exodus prepares the CCR in DDW-compliant format from your monitoring results, with the required water quality tables and health-effects language in place, so it is ready for you to distribute and certify. The distribution and certification dates are taken from the State Water Board's current CCR guidance each year.

## Lead Service Line Inventory Support in California

The federal Lead and Copper Rule Revisions require community and non-transient non-community water systems to develop and maintain a service line inventory. DDW collects the inventories submitted by California public water systems, with each line classified as lead, galvanized requiring replacement, non-lead, or lead status unknown. California law (Health and Safety Code section 116885) separately requires community water systems to inventory known lead user service lines and plan their replacement.

The inventory does not end with the first submittal. Lines listed as lead status unknown still have to be identified, classifications change as records are researched and field information comes in, and people served by a known or potential lead service line have to be notified.

Exodus develops and updates service line inventories, prepares the customer notifications, and supports Lead and Copper Rule monitoring, so the inventory on file stays current with what is in the ground. A current inventory is also the groundwork for a lead service line replacement plan where one is required.

## Compliance Services for Mutual Water Companies

Mutual water companies carry the same Title 22 duties as any California public water system: the annual eAR and CCR, monitoring on schedule, and reporting deadlines that do not move for small boards. Exodus runs that workload with compliance tracking and standard operating procedures sized to a board-run system.

Board members change, and compliance knowledge often leaves with them. Written SOPs and a managed deadline calendar keep the program running through those transitions, and give each new board a clear record of what is due and what has been filed.

## Common questions

[Request a Compliance Review](https://www.exoduswater.com/contact-us?service=title22)

### Can you manage all our permits and reports?

Yes. Exodus handles the Title 22 compliance workload end to end, including permit applications and amendments, annual reports, and deadline tracking.

### Do you coordinate directly with regulators?

Yes. With your authorization we communicate directly with DDW and local agencies on submissions and responses.

### Does a mutual water company file an eAR and a CCR?

The eAR is the State Water Board's annual survey of public water systems, so a mutual water company that operates a public water system files one. The CCR applies to community water systems, which in California means a system serving at least 15 service connections used by yearlong residents, or regularly serving at least 25 yearlong residents.

### What if our service line inventory still has lines marked lead status unknown?

Lead status unknown lines stay on the inventory until they are identified, and people served by them are notified in the meantime. Exodus works through those lines using your records and field information, updates the classifications, and keeps the customer notifications in step with the inventory.
