What we do

## Backflow testing, reports, and follow-through

Testing is one of the eight cross-connection control services we provide.

- ### Annual and post-repair testing
Testing of air gaps, reduced pressure (RP), double-check, pressure vacuum breaker, and spill-resistant vacuum breaker assemblies by a certified tester.
- ### Repair coordination
Assemblies that fail are followed through repair and retest, not just reported.
- ### Test reports
Complete test reports suitable for submission to water authorities and for your compliance records.
- ### Notifications and scheduling
Reminders when assemblies come due for testing, and scheduling of testing appointments.
- ### [Assembly inventory](https://www.exoduswater.com/cross-connection-control)
A current inventory of assemblies by location and type, with annual testing tracked and overdue or failed results reported.
- ### Tester validation
Confirmation that third-party backflow testers working in your system hold current certification.

## Why annual testing is required

Backflow prevention assemblies keep contaminated water from flowing back into the potable supply. California regulations apply to every water system and to every property owner with an assembly.

In programs run on [Exodus Water Compliance](https://www.exoduswater.com/exodus-water-compliance) , testers file reports by scanning the QR code on the notice letter.

Where we test

## Backflow testing in Thousand Oaks and across California

Based in Thousand Oaks, testing for homeowners, property managers, businesses, and water systems. Each water supplier runs its own backflow program, so here is how it works where you are.

### Backflow testing in Ventura County

Effective July 1, 2025, Ventura County Environmental Health stopped sending Notices to Test and accepting test reports. Test results now go directly to your water supplier, and each supplier sets how they are filed and which tester certification it accepts. We test across the county and file the way your supplier requires.

### Backflow testing in Thousand Oaks and Newbury Park

Four water providers serve the Conejo Valley: the City of Thousand Oaks, California American Water, California Water Service, and Camrosa Water District. Your annual notice comes from the one on your water bill, and it lists the due date and how the test report is filed. We test for homeowners, property managers, and businesses across Thousand Oaks and Newbury Park.

### Backflow testing in Simi Valley

Ventura County Waterworks District No. 8, which serves the City of Simi Valley, administers its backflow program through Backflow Solutions, Inc. (BSI Online). The District mails a notice when the annual test is due, and you hire a tester to perform it; the District and BSI Online do not test. Your tester files the report with the Customer Confirmation Number on your notice. Some Simi Valley addresses are served by Golden State Water Company instead, so check your water bill.

### Backflow testing in Moorpark

Ventura County Waterworks District No. 1 serves Moorpark. Certified testers submit test results electronically through SwiftComply, the system the County Waterworks Districts use for their cross-connection control programs.

### Backflow testing in Camarillo

The City of Camarillo notifies customers about one month before the test is due, and testers file results only through SwiftComply. From July 1, 2026 testers need certification from an organization the State Water Board recognizes, and from July 1, 2027 one accredited under the CCCPH requirements. Camrosa Water District and California American Water serve other parts of Camarillo and run their own programs.

### Backflow testing in Westlake Village

Westlake Village is served by more than one provider. Las Virgenes Municipal Water District performs the initial inspection and annual testing for its customers with its own certified personnel, so check your bill before you book a tester. California Water Service also serves the Westlake Village area. For assemblies outside a district-run program, and for repairs and retests, we test and coordinate the work.

### How often should backflow assemblies be tested?

The Cross-Connection Control Policy Handbook (CCCPH section 3.3.3), adopted by the State Water Board, requires backflow prevention assemblies to be field tested at least annually by a certified tester. Test records are kept for the previous three calendar years and made available to the State Water Board on request. The level of hazard, the age of the device, and local rules can call for more frequent testing or servicing.

### What types of assemblies do you test?

We test all common types of assemblies, including air gaps, reduced pressure (RP) assemblies, double-check valve assemblies, pressure vacuum breakers, and spill-resistant pressure vacuum breakers, for all customer types.

### Do I need a plumber or a backflow tester?

The annual test must be done by a certified Backflow Prevention Assembly Tester. A plumber is only needed if the assembly fails and has to be repaired or replaced. Exodus performs the test, reports the result, and when an assembly fails, coordinates the repair with a licensed contractor and retests it.

### What happens if my backflow test fails?

A failed assembly has to be repaired or replaced and then retested before it counts as passing. We report the failure, coordinate the repair, retest the assembly, and provide the passing report for your records and your water supplier.

### How much does a backflow test cost?

The price depends on the type and size of each assembly, how many assemblies are on the property, access, and whether your water supplier charges a filing fee. Send us your notice or assembly list and we will quote the test before we schedule it. Our guide to backflow test cost in California explains each factor.

### I received a backflow test notice. What do I do?

Book a certified tester before the due date on the notice and keep the customer or assembly number from the letter, because the tester needs it to file the report with your water supplier. We schedule the test, file the report, and send you a copy.

### Who runs backflow testing in Ventura County now?

Your water supplier. Since July 1, 2025, Ventura County Environmental Health no longer sends notices or accepts test reports, so results go directly to the supplier on your water bill. Waterworks Districts 1, 17, 19, and 38 take results through SwiftComply, for example, while District 8 in Simi Valley uses BSI Online.

### What backflow tester certification is required in Ventura County?

Statewide, the handbook requires valid certification from an organization the State Water Board recognizes (CCCPH section 3.4.1). Suppliers can be more specific: Ventura County Waterworks Districts 1, 17, 19, and 38 require an AWWA certified tester enrolled in SwiftComply. Check your notice or your supplier before you book. Our testers are certified, and our guide explains how to become a certified backflow tester in California.

### Where do you provide backflow testing?

We are based in Thousand Oaks and test for homeowners, property managers, and businesses in Thousand Oaks, Newbury Park, Simi Valley, Moorpark, Camarillo, and Westlake Village, across Ventura, Los Angeles, and San Bernardino counties, and for water systems statewide. Call (805) 991-7333 to schedule.
